Gov. Abigail Spanberger declares state of emergency targeting Virginia farmers

RICHMOND, Va. — Gov. Abigail Spanberger has declared a state of the emergency to help Virginia farmers facing a statewide hay shortage caused by persistent drought conditions.
The emergency order allows temporary over-width waivers for trucks transporting hay and other essential agricultural supplies, making it easier for farmers to get feed to livestock.
Virginia has experienced a statewide hay shortage of about 500,000 tons, or roughly 1 billion pounds, while hay yields have fallen 35% statewide and as much as 70% in some areas, according to Virginia Cooperative Extension.
The executive order takes effect Wednesday and will remain in place for 45 days unless amended or rescinded. The over-width waiver begins Oct. 1 and will remain in effect for 30 days.
